Dr. J. T. C. Johnson,

Government Civil Hospital,

Hongkong, 22nd.. October, 1915.

Principal Civil Medical Officer.

sir,

In reply to your note regarding the refund of nine shillings to the Treasury, which was paid by the Crow Agents on my behalf for Medical treatment on my voyage outwards in July and August, 1914, and which His Excellency the Governor has

mon this given instructions shall be deducted from myjealary, His Excel- -lency the Governor cannot be aware of the true facts of the case, or I am certain he would never have given such instructions. I shall be glad, if I may be allowed a fair hearing and give full particulars of my supposed liability.

I cannot accept a cheque for a full month's salary, with this amount deducted, by doing so I should be acknow- -ledging a debt, which does not, or ever did exist.

This account has never been rendered to me at

any time. Your first note ordering me to pay same, before the

intimation end of the month was the first instruation I had of such a claim.

If the Crown Agents considered it my om private affair, why did they discharge it, without my instructions or permission? Then why have allowed fourteen months to elapse before moving in the

matter?

it is a very

I think you must agree with me, unusual proceeding and if allowed to pass without protest we may at any time have an account set in, which we are ordered to pay or have same deducted from salary without any enquiry being made.

May I therefore give the following particulars

for your information and which I shall be glad if you will pass to His Excellency the Governor and if necessary to the Secretary of

State for the Colonies.

On the said voyage, I was far from well, but

as I am a very bad sailor, it was not unusual and I did not
